新(xin)華社(she)北(bei)京5月21日(ri)電 中共(gong)中央辦公廳、國務(wu)院辦公廳印發了《關(guan)于推(tui)進基本養老(lao)服務(wu)體系建(jian)設的意見(jian)》,并(bing)發出通知,要求各地區(qu)各部門結合實(shi)際認真貫徹落實(shi)。
《關于推(tui)進基本(ben)養老(lao)服(fu)務體(ti)系建設(she)的(de)意見》主要(yao)內容如下。
基本(ben)養老服(fu)務在(zai)實(shi)現(xian)(xian)老有所養中發揮重要基礎性作用,推進基本(ben)養老服(fu)務體(ti)系(xi)建設是實(shi)施(shi)積極應對人口老齡化國家戰略,實(shi)現(xian)(xian)基本(ben)公(gong)共服(fu)務均等化的重要任務。黨的十八大以來,在(zai)黨中央堅強領導下(xia),基本(ben)養老服(fu)務加快發展,內容逐步拓展,公(gong)平性、可及性持續增強。為貫徹落(luo)實(shi)黨中央、國務院有關(guan)決策部署,健全基本(ben)養老服(fu)務體(ti)系(xi),更好保障老年人生(sheng)活,現(xian)(xian)提出如下(xia)意見。
一、總體要求
(一)指(zhi)導(dao)思想。以習近(jin)平新(xin)時(shi)代中國特(te)色社會主義思想為指(zhi)導(dao),立足(zu)新(xin)發展階段,完整、準確、全(quan)面貫徹新(xin)發展理念,構建(jian)新(xin)發展格局,堅持黨對基(ji)本(ben)養老(lao)服務(wu)體系建(jian)設的全(quan)面領導(dao),堅持以人民為中心,堅持以改革創(chuang)新(xin)為根本(ben)動(dong)力,加快建(jian)成覆蓋全(quan)體老(lao)年人、權責清晰(xi)、保障(zhang)適度(du)、可(ke)持續的基(ji)本(ben)養老(lao)服務(wu)體系,不斷增(zeng)強(qiang)老(lao)年人的獲得感(gan)、幸福(fu)感(gan)、安全(quan)感(gan)。
(二(er))主要任(ren)務(wu)(wu)。基本(ben)養老服(fu)務(wu)(wu)是指由國(guo)家直接提(ti)供或(huo)者通過(guo)一定(ding)方式支(zhi)持(chi)相關主體向老年人(ren)(ren)提(ti)供的,旨在實現老有所養、老有所依必(bi)需的基礎性、普惠性、兜底(di)性服(fu)務(wu)(wu),包(bao)括物質幫助(zhu)、照護服(fu)務(wu)(wu)、關愛服(fu)務(wu)(wu)等內容。基本(ben)養老服(fu)務(wu)(wu)的對象、內容、標準等根(gen)據經濟社會(hui)發展動態調整,“十四五”時期重點聚焦老年人(ren)(ren)面臨家庭(ting)和(he)個(ge)人(ren)(ren)難以應對的失能、殘疾、無人(ren)(ren)照顧等困難時的基本(ben)養老服(fu)務(wu)(wu)需求。
(三)工作原則
——基(ji)礎性原則。立足(zu)我國基(ji)本(ben)國情,統籌考慮必要性和可能性,著眼保基(ji)本(ben)、廣覆(fu)蓋、可持(chi)續,盡力(li)而為、量力(li)而行,保障老年人的基(ji)本(ben)生活和照(zhao)料需(xu)要。
——普(pu)惠性原則。在提高基(ji)本公共服(fu)務(wu)均等化水平的(de)過程(cheng)中,逐步(bu)拓展基(ji)本養(yang)老服(fu)務(wu)的(de)對象(xiang)和內容,使所有符合(he)條件的(de)老年人能(neng)夠方便(bian)可及、大致(zhi)均等地獲得(de)基(ji)本養(yang)老服(fu)務(wu)。
——共(gong)擔性原則(ze)。在贍養人(ren)、扶養人(ren)切實履行贍養、扶養義務基礎(chu)上,通過提供基本養老(lao)服務、發揮市場作(zuo)用、引導社會互助共(gong)濟等方式,幫助困難家庭分擔供養、照料方面的負擔。
——系統性原則。推動社會(hui)保(bao)險、社會(hui)救助、社會(hui)福利、慈(ci)善事業、老年優(you)待(dai)等制(zhi)度資(zi)源優(you)化整合,強(qiang)化各相關領域(yu)體制(zhi)改革配(pei)套銜接,支持基本養老服(fu)務體系發(fa)展。
二、重點工作
(一)制定落實(shi)基(ji)(ji)(ji)(ji)本(ben)養(yang)(yang)(yang)老(lao)(lao)服(fu)(fu)(fu)(fu)(fu)(fu)務(wu)(wu)(wu)清(qing)(qing)(qing)(qing)單(dan)(dan)(dan)。各(ge)(ge)地(di)區(qu)各(ge)(ge)有關部(bu)門(men)要嚴格落實(shi)《國家基(ji)(ji)(ji)(ji)本(ben)養(yang)(yang)(yang)老(lao)(lao)服(fu)(fu)(fu)(fu)(fu)(fu)務(wu)(wu)(wu)清(qing)(qing)(qing)(qing)單(dan)(dan)(dan)》(見(jian)附(fu)件)。《國家基(ji)(ji)(ji)(ji)本(ben)養(yang)(yang)(yang)老(lao)(lao)服(fu)(fu)(fu)(fu)(fu)(fu)務(wu)(wu)(wu)清(qing)(qing)(qing)(qing)單(dan)(dan)(dan)》明確(que)(que)的(de)對(dui)象(xiang)、項目、內(nei)容(rong)等,根據經濟社(she)會發展水(shui)平、財力(li)狀況等因素動態調整,由(you)民(min)政(zheng)部(bu)會同(tong)相關部(bu)門(men)適時(shi)提出修訂意見(jian),按程(cheng)序報批(pi)后以部(bu)門(men)名(ming)義印發實(shi)施。省級政(zheng)府應當(dang)對(dui)照《國家基(ji)(ji)(ji)(ji)本(ben)養(yang)(yang)(yang)老(lao)(lao)服(fu)(fu)(fu)(fu)(fu)(fu)務(wu)(wu)(wu)清(qing)(qing)(qing)(qing)單(dan)(dan)(dan)》制定并發布本(ben)地(di)區(qu)基(ji)(ji)(ji)(ji)本(ben)養(yang)(yang)(yang)老(lao)(lao)服(fu)(fu)(fu)(fu)(fu)(fu)務(wu)(wu)(wu)具(ju)體(ti)實(shi)施方案(an)及清(qing)(qing)(qing)(qing)單(dan)(dan)(dan),明確(que)(que)具(ju)體(ti)服(fu)(fu)(fu)(fu)(fu)(fu)務(wu)(wu)(wu)對(dui)象(xiang)、內(nei)容(rong)、標(biao)準等,其(qi)清(qing)(qing)(qing)(qing)單(dan)(dan)(dan)應當(dang)包含《國家基(ji)(ji)(ji)(ji)本(ben)養(yang)(yang)(yang)老(lao)(lao)服(fu)(fu)(fu)(fu)(fu)(fu)務(wu)(wu)(wu)清(qing)(qing)(qing)(qing)單(dan)(dan)(dan)》中(zhong)的(de)服(fu)(fu)(fu)(fu)(fu)(fu)務(wu)(wu)(wu)項目,且覆蓋范(fan)圍和實(shi)現程(cheng)度不(bu)得低(di)于《國家基(ji)(ji)(ji)(ji)本(ben)養(yang)(yang)(yang)老(lao)(lao)服(fu)(fu)(fu)(fu)(fu)(fu)務(wu)(wu)(wu)清(qing)(qing)(qing)(qing)單(dan)(dan)(dan)》要求(qiu)。到2025年(nian),基(ji)(ji)(ji)(ji)本(ben)養(yang)(yang)(yang)老(lao)(lao)服(fu)(fu)(fu)(fu)(fu)(fu)務(wu)(wu)(wu)制度體(ti)系(xi)(xi)基(ji)(ji)(ji)(ji)本(ben)健全(quan),基(ji)(ji)(ji)(ji)本(ben)養(yang)(yang)(yang)老(lao)(lao)服(fu)(fu)(fu)(fu)(fu)(fu)務(wu)(wu)(wu)清(qing)(qing)(qing)(qing)單(dan)(dan)(dan)不(bu)斷(duan)完(wan)善,服(fu)(fu)(fu)(fu)(fu)(fu)務(wu)(wu)(wu)對(dui)象(xiang)、服(fu)(fu)(fu)(fu)(fu)(fu)務(wu)(wu)(wu)內(nei)容(rong)、服(fu)(fu)(fu)(fu)(fu)(fu)務(wu)(wu)(wu)標(biao)準等清(qing)(qing)(qing)(qing)晰明確(que)(que),服(fu)(fu)(fu)(fu)(fu)(fu)務(wu)(wu)(wu)供給(gei)、服(fu)(fu)(fu)(fu)(fu)(fu)務(wu)(wu)(wu)保障(zhang)、服(fu)(fu)(fu)(fu)(fu)(fu)務(wu)(wu)(wu)監管(guan)等機制不(bu)斷(duan)健全(quan),基(ji)(ji)(ji)(ji)本(ben)養(yang)(yang)(yang)老(lao)(lao)服(fu)(fu)(fu)(fu)(fu)(fu)務(wu)(wu)(wu)體(ti)系(xi)(xi)覆蓋全(quan)體(ti)老(lao)(lao)年(nian)人。
(二)建(jian)立(li)精準服務(wu)(wu)(wu)(wu)(wu)主動(dong)響應機(ji)制(zhi)。建(jian)立(li)老年(nian)(nian)人(ren)(ren)狀(zhuang)況統計(ji)調(diao)查和發(fa)布制(zhi)度(du),開展(zhan)老年(nian)(nian)人(ren)(ren)能力綜合評(ping)(ping)估,制(zhi)定完(wan)善全(quan)國統一(yi)的(de)評(ping)(ping)估標(biao)準,推動(dong)評(ping)(ping)估結果(guo)全(quan)國范圍互認、各部門按需(xu)使用。依托全(quan)國一(yi)體化政(zheng)務(wu)(wu)(wu)(wu)(wu)服務(wu)(wu)(wu)(wu)(wu)平(ping)臺,推進跨(kua)部門數據(ju)共享(xiang),建(jian)立(li)困難老年(nian)(nian)人(ren)(ren)精準識別和動(dong)態管理機(ji)制(zhi),細化與(yu)常住人(ren)(ren)口、服務(wu)(wu)(wu)(wu)(wu)半(ban)徑掛鉤的(de)制(zhi)度(du)安排,逐步實現(xian)從“人(ren)(ren)找服務(wu)(wu)(wu)(wu)(wu)”到“服務(wu)(wu)(wu)(wu)(wu)找人(ren)(ren)”。推動(dong)在殘(can)疾老年(nian)(nian)人(ren)(ren)身份識別、待遇享(xiang)受、服務(wu)(wu)(wu)(wu)(wu)遞送、無障(zhang)礙環境建(jian)設等(deng)方面實現(xian)資(zi)源整合,加強殘(can)疾老年(nian)(nian)人(ren)(ren)養(yang)老服務(wu)(wu)(wu)(wu)(wu)保障(zhang)。面向(xiang)獨(du)居、空巢(chao)、留守、失能、重殘(can)、計(ji)劃(hua)生育特(te)殊家(jia)庭等(deng)老年(nian)(nian)人(ren)(ren)提供(gong)探(tan)訪關愛服務(wu)(wu)(wu)(wu)(wu)。支持基層(ceng)(ceng)老年(nian)(nian)協會、志愿(yuan)服務(wu)(wu)(wu)(wu)(wu)組織等(deng)參與(yu)探(tan)訪關愛服務(wu)(wu)(wu)(wu)(wu)。依托基層(ceng)(ceng)管理服務(wu)(wu)(wu)(wu)(wu)平(ping)臺,提供(gong)養(yang)老服務(wu)(wu)(wu)(wu)(wu)政(zheng)策咨詢(xun)、信息查詢(xun)、業(ye)務(wu)(wu)(wu)(wu)(wu)辦理等(deng)便民養(yang)老服務(wu)(wu)(wu)(wu)(wu)。
(三(san))完善(shan)基(ji)(ji)本(ben)(ben)(ben)養(yang)老(lao)(lao)(lao)(lao)(lao)(lao)(lao)服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)保(bao)障(zhang)(zhang)(zhang)機(ji)制(zhi)(zhi)。推動建立(li)(li)相關保(bao)險(xian)、福利(li)、救助(zhu)相銜接(jie)的(de)長期(qi)照護保(bao)障(zhang)(zhang)(zhang)制(zhi)(zhi)度。合理(li)確定經(jing)(jing)濟(ji)困難(nan)失能老(lao)(lao)(lao)(lao)(lao)(lao)(lao)年(nian)人護理(li)補(bu)貼覆蓋范圍和(he)(he)補(bu)貼標準。地(di)方各級(ji)政府(fu)(fu)應當建立(li)(li)基(ji)(ji)本(ben)(ben)(ben)養(yang)老(lao)(lao)(lao)(lao)(lao)(lao)(lao)服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)經(jing)(jing)費保(bao)障(zhang)(zhang)(zhang)機(ji)制(zhi)(zhi),中央財政統籌現有資(zi)金渠道(dao)給予支(zhi)(zhi)持(chi)。落實發展(zhan)(zhan)養(yang)老(lao)(lao)(lao)(lao)(lao)(lao)(lao)服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)優惠(hui)扶持(chi)政策,鼓勵(li)社會力量參與提(ti)供基(ji)(ji)本(ben)(ben)(ben)養(yang)老(lao)(lao)(lao)(lao)(lao)(lao)(lao)服(fu)(fu)(fu)(fu)務(wu)(wu)(wu),支(zhi)(zhi)持(chi)物業服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)企業因地(di)制(zhi)(zhi)宜提(ti)供居家社區養(yang)老(lao)(lao)(lao)(lao)(lao)(lao)(lao)服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)。將政府(fu)(fu)購買服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)與直接(jie)提(ti)供服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)相結(jie)合,優先(xian)保(bao)障(zhang)(zhang)(zhang)經(jing)(jing)濟(ji)困難(nan)的(de)失能、高齡、無人照顧等(deng)(deng)(deng)老(lao)(lao)(lao)(lao)(lao)(lao)(lao)年(nian)人的(de)服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)需求。具備條件(jian)的(de)地(di)方優化養(yang)老(lao)(lao)(lao)(lao)(lao)(lao)(lao)服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)機(ji)構床位建設補(bu)助(zhu)、運營補(bu)助(zhu)等(deng)(deng)(deng)政策,支(zhi)(zhi)持(chi)養(yang)老(lao)(lao)(lao)(lao)(lao)(lao)(lao)服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)機(ji)構提(ti)供基(ji)(ji)本(ben)(ben)(ben)養(yang)老(lao)(lao)(lao)(lao)(lao)(lao)(lao)服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)。鼓勵(li)和(he)(he)引導企業、社會組織、個人等(deng)(deng)(deng)社會力量依法通過捐(juan)贈、設立(li)(li)慈善(shan)基(ji)(ji)金、志(zhi)愿服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)等(deng)(deng)(deng)方式,為基(ji)(ji)本(ben)(ben)(ben)養(yang)老(lao)(lao)(lao)(lao)(lao)(lao)(lao)服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)提(ti)供支(zhi)(zhi)持(chi)和(he)(he)幫(bang)助(zhu)。開展(zhan)(zhan)基(ji)(ji)本(ben)(ben)(ben)養(yang)老(lao)(lao)(lao)(lao)(lao)(lao)(lao)服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)統計監測工作,建立(li)(li)基(ji)(ji)本(ben)(ben)(ben)養(yang)老(lao)(lao)(lao)(lao)(lao)(lao)(lao)服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)項(xiang)目(mu)統計調(diao)查制(zhi)(zhi)度。

三、組織保障
(一)加(jia)強組織(zhi)領(ling)導。發(fa)揮黨總(zong)攬全(quan)局、協調(diao)各(ge)(ge)方的領(ling)導核心作(zuo)用(yong)(yong),堅持黨政(zheng)主要負責人(ren)負總(zong)責。地方各(ge)(ge)級黨委和(he)政(zheng)府(fu)要將(jiang)基本(ben)養(yang)(yang)老服務(wu)(wu)體系建(jian)設納入當(dang)地經濟社會發(fa)展(zhan)規劃和(he)重(zhong)要議事(shi)日程。中(zhong)央各(ge)(ge)有關部門和(he)單位要按照職責分(fen)工(gong)(gong),明確落(luo)實(shi)措施和(he)進度安排。養(yang)(yang)老服務(wu)(wu)部際(ji)聯席會議要發(fa)揮牽頭協調(diao)作(zuo)用(yong)(yong),研究(jiu)并(bing)推動解(jie)決(jue)基本(ben)養(yang)(yang)老服務(wu)(wu)體系建(jian)設工(gong)(gong)作(zuo)中(zhong)的重(zhong)大問(wen)題。
(二)強(qiang)(qiang)化(hua)督(du)(du)促(cu)指導和監(jian)(jian)管(guan)。省(sheng)級政府要切(qie)實履行責任(ren),落實支持(chi)政策,加強(qiang)(qiang)績效(xiao)評(ping)價和監(jian)(jian)督(du)(du)檢查。民政部要會同國家發(fa)展改革委等部門,建立健全(quan)評(ping)價機制,把基本養老(lao)(lao)服(fu)務(wu)(wu)體(ti)系(xi)建設情況納入積極應對人口(kou)老(lao)(lao)齡(ling)化(hua)綜合(he)績效(xiao)評(ping)估。各地要強(qiang)(qiang)化(hua)基本養老(lao)(lao)服(fu)務(wu)(wu)綜合(he)監(jian)(jian)管(guan),確保服(fu)務(wu)(wu)質(zhi)量和安(an)全(quan),對違法違規(gui)行為嚴(yan)肅追究責任(ren)。發(fa)揮(hui)標準(zhun)對基本養老(lao)(lao)服(fu)務(wu)(wu)的技術支撐作用,開展服(fu)務(wu)(wu)質(zhi)量第三(san)方認證。
(三)營造良(liang)好社(she)會氛圍。各(ge)地區各(ge)有關部門要主動(dong)做好基(ji)本(ben)養老(lao)服(fu)務(wu)政策宣傳(chuan)解讀,及(ji)時(shi)公開基(ji)本(ben)養老(lao)服(fu)務(wu)信息。要凝聚社(she)會共(gong)識,充分調(diao)動(dong)各(ge)方支持配合基(ji)本(ben)養老(lao)服(fu)務(wu)體(ti)系建設的積極性(xing)(xing)和主動(dong)性(xing)(xing)。
